Hi,
A couple of issues,
1.
as the administrator, not able to download, so created a new account.
But before I did that, created a new one and saved everything.
I gave new account admin rights but PC says no.
2.
Some how IE10 was downloaded and I think this could be the cause of my problems about downloading but not sure.
 
I have checked the following:
IE10 does not show in programs to uninstall
Installed Updates is blank
When I check for updates, it says that I need to start Updates, which I do through local services, shows it is started but then try again for updates and same thing all over again.
I have no hidden updates to restore (tried, nothing)
To turn on windows features on or off---box is blank

System Restore - Fix All Errors including 2 Problems: 1- Adminstrator is me-not allowed to download, 2-all recent updates are gone can not remove IE10

  • Click on the Start button on the Taskbar.
  • Type "System Restore" (without quotes) in the Search box and hit Enter or,
  • Click on System Restore (when you see System Restore pop up  in the list of search results).
  • Make sure the "Recommended restore" radio button is checked on the restore utility window.
  • Click on Next and follow the instructions given.

Note: There is the option on the restore utility to select "Choose a different restore point". Unless you have a specific reason to select a different date and time than what Windows recommends, just select the recommended option stated in the steps above. If you choose to select another one, follow these steps:

Click on that desired date and time, and Windows 7 will perform a scan for any affected programs in that restore point.

Once completed, click Next and follow the instructions given.

Once you have selected the restore point, your system will start the restoring process, after which you will have to restart the system.
