How to Fix - All my Help & Support opens as Notebook file?

All my Help & Support opens as Notebook file

I don't know what happened but I was able top open Help and Support but now I open it and no matter what I try and open it opens as a notebook file. 
I have tried Registry Cleaners and Fixers.
I have System Mechanic and it doesn't fix it.
I noticed they are jse files but IDK what they should be opening as??? I don't know what to do but also before this happened whenever it did a Health Anaylsis before
it never did it anything, it just stayed on Updates or something.
Please help me!!!!!

If the above article does little help, you may perform SFC scan and check.

Use the System File Checker tool (SFC.exe) to determine which file is causing the issue, and then replace the file.

If it was not so long ago, you may perform System Restore and check if it fixes the issue.

If that does not work, Create a new user account and check.

If the issue is resolved after creating a new user account, you may want to fix the corrupted user account.

Open Action Center by clicking the Start button Picture of the Start button, clicking Control Panel, and then, under System and Security, clicking Review your computer's status.

Make sure your computer has at least the minimum amount of random access memory (RAM) required to run the program that is displaying the error. Look for the program requirements online or in the packaging information.
